GPO caching

Group Policy caching was created to improve processing under certain circumstances. It allows for Group Policies to be run locally instead of downloading over the network at startup or logon. This has a benefit if the client is on a slow link.

Group Policy caching only work if the computer is on the network, it Does Not work if the machine is off the network or not connected with a domain controller.

You can modify Group Policy caching setting at Computer Configuration/Policies/Administrative
Templates/System/Group Policy/Configure Group Policy Caching policy.

If not configured the setting is Enabled (Default).  If set to enable then the value to detect a slow link and also time out can be set
