The ability to reset user passwords can be delegated to other users. To do this:
- In Active Directory Users and Computer
- Select the OU from which to delegate control
- Right click and choose Delegate Control
- Select the group or user to which delegation will be given
- Tick “Reset user password and force password change at next logon”
